I think this take hits the nail on the head.
As much as it WOULD irk people, imo any time they make a new DC they need to transfer AT LEAST TWO existing servers to it.
Imagine moving to a new country (assume you speak the language and all that), and you're populating a new town in that country that is being built from scratch. That kinda sucks, but you have Nearby Bigtown, USA to go to if you need to go shopping, a job, order stuff from the Amazon distribution center, etc.
Now, contrast that with being a colonist going to Mars with the first ever Human colonies. Sure, that's a big adventure and historic and all that...but your town will be kind of on its own with the other couple towns there, with no connection (or only a tenuous one) to Earth. Granted, a lot of people would say "I'd pick Mars!", but the point of this thought experiment is to consider which would be the more daunting.
But suppose, for the sake of argument, you could take a couple cities and all their associated infrastructure with you and transplant them to Mars. Atlanta and London or something. Now it's a lot LESS daunting because you know you have those resources there with you.
I feel like this is kind of true of new DCs, just there's no awesome "One giant leap for mankind" going for new DCs.
I could be wrong, but I think they did this with the existing DCs. It's why every post ARR DC (at least in NA/JP) have some Legacy servers. And back then, everything was starting from scratch.
I'm not sure how easy/hard this would be and I KNOW it would piss off some people who have DC friends (but DC travel would make this LESS bad), but I feel it would make new DCs a lot more functional if they had at least one or two servers on the DC people could travel to easily to MB stuff (at least buying, and people would also travel from the established DCs to sell or compare prices and maybe buy), and it would mean far more healthy ques since MOST existing servers could probably have stand-alone ques and be reasonable, so they could supply the extra bodies/take in the extra bodies from the new servers for running content at reasonable que times.
I dunno, just seems wise to me...
EDIT: Note that this also gets over the problem with houses/FCs/friends groups FOR THE MOST PART. You might lose some/all of your cross-world stuff, but by moving the entire servers over, it prevents breaking up people or them having to abandon hard-won homes and social circles.
And I say this as someone new to my FC and who has an apartment just to dump my housing items to free up my Retainers' inventory, but I absolutely see how those things block people from moving
