Live on with the Copium in thinking its still alive, but when current expansion dungeons take hours to pop, you know the playerbase is at an all time low.
We have less than 1/10th the people we had at server launch, most people just up and left once the 90 days were up when they saw how few people moved over.
nobody is to blame but the playerbase itself, they dont want to leave years worth of friendships and connections.

Like... cafes, night clubs and the like?
and what about SEA? The rest of Asia?
Yeah, PF is crowded with them. I'm not interested in seeing a dozen nightclub ads.
It's a pity you can't selectively blacklist from PF without actually blacklisting the person, and eventually I'll clear it up and start again with whoever is currently posting.
As for queue times, my alt is still puttering about with post-Shadowbringers side content, so I can't speak for experience in getting into Endwalker dungeons, but I've had no trouble getting into MSQ dungeons so far. I don't recall the wait time being longer than on Elemental. Roulettes as DPS are often surprisingly fast.
There is also more tendency to post for help on PF instead of staying in the DF queue – which does unfortunately perpetuate queue issues for side content, but also means more targeted help can be given.
Another thing to consider, particularly for the level 87 dungeon, is the trust system. Firstly it's there if you really need to run the dungeon and can't get a group of live players, but also the fact that you have some unique NPC choices may tempt more people into running that particular dungeon with trusts, so less are queuing for it.

I don't do it myself because I actually like to check them out sometimes (read: stalk from afar xD), but completely understandable.
it has been officially confirmed multiple times that blacklist does not prevent people from landing in the same dungeon or raid. all it does is prevent said person from sending tells or any invites, joining a PF you started (can still join if someone else started) or you seeing their text. the entire server could blacklist this person and they’d still get queues.
