I see nothing wrong with this really. The whole point of the roulettes is to help randoms, both new players and older players alike so that they don't sit in queue watching for someone else to specifically queue up for their dungeon.
One party member just need t o lower their Ilvl to do that... so nah, they just didn't think about it.

i am 99% sure that if you are in a FULL preformed party, you can leave whenever without any penalty.. it ONLY penalises you if you leave a not 100% preformed(aka 1 random via duty finder situations) in which case.. you fucked that random over, you get a penalty
You still get that penalty if you queue for a roulette with an entirely premade party.
It shouldn't matter if people want to waste time fishing the roulette. More likely when people leave a premade roulette, it's due to being capped on tomes or queuing with the wrong comp.
Besides, if they cared about fishing for specific duties, then it wouldn't be possible to cheese ilvl. Most players don't cheese aside the 24mans despite it being possible in most roulettes. Any slight efficiency gain players would gain with an at-level dungeon would be lost by constantly backing out.
The real downside, if any, is constantly starting and closing instance servers, which shouldn't be a problem outside of raid patches and expansion launches, since this only affects roulettes.
It seems like an oversight that this penalty still exists.
