I've got 3 characters doing the Arkosadara dailies and haven't yet had a "stalker" daily.

Like Stepjam, I'm guessing you're referring to The Yedlihmad Hunt quest that was added to the game in 6.0 and part of one of the required quest chains that need to be completed to unlock the tribal dailies. It is not a newly added quest.
