Should of, could of, would of.... It is what it is. Other than to flex there is not good reason for a player to own more than one house and any player that does, in my opinion, is just selfish.
There was. You could have one private house and one FC house. Players abused the FC part at the beginning, using alt characters to create new FC with the same FC initials so they could have FC wards.

I think my biggest problem is that people think getting rid of players multiple homes will actually fix the supply issue. At best you open up maybe a couple hundred homes on the worst scenario server with a few thousand players looking to buy a house. It will help a bit at best, but will turn into another band-aid that SE uses instead of fixing the underlying problem. As soon as that 1 lottery is done you will still have thousands without houses and mad about that situation and now you will have the players whose homes were taken mad as well. We need to focus the ire at SE who was is responsible for not fixing the underlying problem for 8 years and get them to either make apartments expandable to be equivalent to houses or implement an instanced housing system. At one point I would probably have agreed with a lot of people about how mad I am at people having multiple houses, but all the issues there have been with housing lately has made me realize that the real problem is SE not doing anything but band-aid on top of band-aids.
This is coming from someone who doesn't own a house (I have an apartment), who has lost both lotteries by 1, and has had multiple people relocate while I was placard clicking in case anyone thought otherwise.
The people that have multiple homes were grandfathered in before they had applied the limits on housing. Like these are really old accounts and while it looks unfair, they also are all located on wards that are now strictly FC only. For the sake of consistency it would not hurt things if they forced them down to one house now, but this wont fix the problem with housing due to how the houses are allocated mostly to FCs and there's not enough plots.
I'm not expecting any new Housing Districts or Wards at this point. Aside from maybe Old Sharlayan at some point, there isn't really anywhere else lore-appropriate that could easily have housing.
However, I do think the solution to the current housing crisis is a lot simpler than people are willing to admit.
Ultimately, the current issue is a simple imbalance of demand being significantly greater than supply.
However, increasing supply needn't be the only way of fixing the issue, and is likely also difficult given what we know of current technological restrictions.
If demand can be reduced, or 'redistributed', so to speak, then the crisis should alleviate.
Some possible means of doing so could be to redistribute demand by adding in more servers to spread demand more evenly (and significantly increase supply by a far greater extent than a single new housing district), reforming the apartment system to be more desirable to players (Shared Estate settings, upgrade options with more capacity, etc), and adding in gameplay features that remove the exclusivity housing has over them (Island Sanctuary for gardening, outdoor furnishings, etc, maybe a reworked solo workshop that acts as a gil sink).
