Give the players transparency about this stuff- will there be instanced housing?

I wouldn't count on it. For whatever reason, Yoshi loves the neighborhood aspect despite these neighborhoods being absolute ghost towns. It's probably different on Japanese servers? Who knows, but he hasn't really shown interest in any sort of instanced housing, which is sad.
