It was literally written in the same article that stated how the housing system was fixed, that the next lottery cycle will begin next week.
But apparently people are not competent enough to properly read and then jump the gun right away, when their uninformed expectations aren't fulfilled.

The houses you are clicking on, if they say the number ticket that won, are winners from the previous lottery that had to be fixed during maintenance last night.

During the first lottery, the one that had bugs, it is understandable that all if not most of the houses were bid on and thus, will show the winners now, after the fix. All if not most of the houses you see listed at the teleport, are houses that people should have won during the bugged lottery, but are only now being correctly announced as winners after the fix.

The listings all show on the teleport with prices but you have to click the individual house to see if it has been won already or not.

If all the houses do not allow new bidding, you must wait until the next lottery starts and check any plots listing prices, click on the individual house's placard and see if it is available to bid on and how many current entries have already bid.

Any house that does not allow current bidding, but does not show a winner ticket number, will be available for bidding during next lottery session.

but I'm coming across homes where it says "current participants 0" and when you look at the results "there were no participants" for the houses in Empyreum. And several of them not just one. There is no way there were no participants in any of the houses in the new area. And if that is even the case, why wouldn't we be able to bid since there should be no wait time. It doesn't even reference a wait time. So no this is not fixed.

Wards 1-18 are Free Company only. Lots of these houses, especially the smalls, were not even bid on, even on heavy pop servers.

You can't bid because the lottery period was extended for people to claim their houses. (The next lottery cycle will begin promptly on Thursday, May 26 at 8:00 a.m. (PDT)

If I had done that I wouldn't have a house, but I didn't listen to you and won my mansion and more importantly all the time and effort I spent saving up 50 million gil wasn't wasted because I got it alllll back I am so happy i could pinch myself and can bid on a personnel mansion next lottery cycle and if what I see continues I get a personnel mansion with ease On OCE.
