Without question my vote is to remove the lottery system completely and limit housing ownership to one per datacenter per account.

2 for me as well. The Lottery is doing what it was intended to do. It gives everyone an equal shot at personal housing. Too many people are conflating the issue of making access to housing fair with the lack of availability of housing. The Lottery was never intended to deal with the latter issue. The only way to deal with the latter issue is to drastically ramp up the number of available plots.
2 Stick with the lottery with some changes... it's better than the old system.
First change is one house per account period. Figure out an honest way to revert back the many houses that are owned by one person. If they can give houses away for a bug in the system then they can figure out a way to be fair about the changes in TOS which would remove all but ONE house per paying account period.
Second change, shorten the lottery timeframe. Nine days is a long time.. if you're looking to buy a house and then win it, you should stay on top of things. If you want a house, get your tickets in and if you win, get it finalized. No need for SE to give so much time to hold your hand.
Third change, stop turning off the demos of houses that aren't being used once a month. 45 days even during high que times is reasonable for ANYONE to get into their house at least once if they want to save it. Turning it off only hurts the ones that have never had a house and want one. Again SE should not have to hold your hand. if you want to keep your house, log in ONCE in 45 days.
Fourth, offer relocations again, but heavily limit it to once a year or some large amount of time. This would allow people to get into a nicer spot but not overwhelm the system with needless daily relocations.. I know why they turned them off completely because people were being a holes and relocating daily just to make people mad.. that wasn't fair, but turn them off completely I don't think was fair either. Once a year would at least allow you to get that view or get closer to your spouse without being unfair to others.
All in all I think the lottery system is a much fairer system then giving up the game to get a house for months. Plus for now, it cuts out the bots.. I saw four lalas win so many house and then just move to the next one, winning five and six a day at times... at least for now they can't do that.. although I am sure they will find a way to beat the system sadly..
1 or 2 both has huge flaws .. im going to go 3 remove housing and go to instanced housing with a few lots with yards scattered in major cities .. that is the only way their going to make it fair and just for all players ..
lotto can be exploited and the placard grinding is just as bad !!
honestly i got my house finally after the lotto 0 bug so yes im happy ..
but
this housing system has been a absolute mess from its introduction and i brought my first house a week after they introduced houses in the game ..
there is no way to solve housing issues ( unless its removed and changed to instanced ) reason: short story a few days before the lotto opened i was sent a whisper "would you sell your fc for 100mil gil " it was lvl 8 obviously with land purchase open at the time i just thought he/she wanted to buy a house and sent back " sorry no its not hard to lvl a fc to buy a house " i then later realized they were buying fc's that would be 30 days old with land purchase open in order to multiple bid on the same lot..
which makes sense nothing stops you having a alt and a different fc to multiple bid on the same lot to increase chances..
in fact this was confirmed on a you tube comments sections where someone had bid 8 times on a single lot using that method they all lost but the 8th bidder bid on the same lot but wrong sub division and won the lot !!
overall while it might not be the popular option but removing the current housing system is the smartest and fairest option !

2 If SE actually gets the stuff working the way its meant to, we are way behind due to the 0 bug.
2; I like it better than clicking on a placard. At least I give it a try now rather than feeling like it's a waste of my time spending hours clicking and competing against bots or full on groups of a FC to get a house only to either not get it or lose it to someone relocating and being a troll loling at the group who had been standing there for a while.
Just click and leave - tis nice.
I get that you could just try your luck and click for like 10 minutes and then leave and try again later, but that really lowers your chance if you weren't dedicated to get the house. It's far better just to put in a lottery and try your luck imho. If I don't get it, I can try again later - better than trying again later to do the same hellish clicking like before. So much wasted time..
Clicking at the placard really deterred me from trying again, I just gave up. Now I feel like I don't have to give up.
On the other hand, kinda sucks that you can't place your retainer next to the placard if you did get the house to make the bot(s) buy fish for millions now.
