That was my take. I expected they might have this NPC so someone could interact with it to pay for a house that they won. So there must be something in the code that makes the risk versus reward on development time for that sort of solution not viable. It may be that they have things designed so they can only tie gil to a purchase if the house is in a state still accepting bids for a lottery and weren't able to work around that in a timely fashion. I don't envy their position. People who didn't take their gil are going to be upset that they paid and those who took their gil won't, but people who took their gil would be upset if they can't just award them the house without doing it this way. But I saw a lot of complaints about having to wait just until the 16th so I also wouldn't blame SE if they feel they need to implement the quicker solution.
