Duty Finder lockout 30 min?

So I was doing some DF Titan EX today, and had some decent learning groups, no kills tho. So one group gets down to 9 minutes left, and there won't be possible time for a kill, so I announce in chat "ok, nice tries all, no more time for a kill, will requeue after this likely" and leave duty. Then, BAM, 30 min lockout. It seems like this system wasn't completely thought through ...

yup, should allow to leave without penalty if less than 10 min time.

Tell them to vote kick you. I was doing some Garuda EXM farming yesterday. I couldn't see her and asked them to kick me, Someone was like why don't you just leave! I told him no cause I wasn't going to eat a 30min lockout. I guess they were scared that I would report them for kicking more or something.

On this note SE should allow us to vote kick ourselves.

Thats why you use the vote abandon feature.... If you leave immediately without a majority consent you get punished.

Vote abandon is the feature to get out of an instance before the timer expires with no penalty.
