Simple. Doing so would trigger a reaction of "I should have won but now I don't have the money and SE takes away what should have been mine"

Be honest with yourself, people who had the money at the time they put a deposit down would have found ways to make back that money even if they never accepted the refund. Those that don't are the smallest minority.
