In all seriousness. I'm not a person that puts too much stock into numbers. I look at my rotation after every fight. How often did I fall out of it. Why did I fall out of it? Did I use Leylines at the right time, how should I minimize the movement next time. Many things I can notice that doesn't require me to look at numbers.

To come up with rotations, ACT is not needed, you can do the calculations per hand if you really want to, ACT in this case just does that calculating for you

I'm sure people who made optimal rotation and shared them wrote every damage they dealt with each skills and calculate the damage and repeated the process every single time for every rotation they tried.
