It's really just par for the course. Always some story about how stalkers/harassers have nothing done about them cropping up in this game's community. And SE has precedent in supporting institutionalised harassment via brigading and the like. Like when they banned that guy who pissed off 5ch or something a couple years back.

Dalamud and ACT users likely won't be touched. However, things that can let you see mechanics ahead of time like Cactbot or people using triggers...that's when you're asking for the banhammer.

There is no recognizable difference between ACT used as a DPS meter personally, ACT used as a DPS meter to be toxic, and ACT used with cacbot for automatic callouts.
They're the same program that hooks into the game the same way. You can't differentiate between them and prevent any without preventing the others.

I remember that one and you should print that post, make a book out of it and slap everyone in the face with it that claims that the JP community is so much better than NA or EU.

Don't use third party stuff... it is not that difficult to understand... bunch of streamers also resort to datamining when they tell about new content and the likes... to be able to first and more on things... that is monetizing on something that is not available to others, hence minting real life coin by taking advantage others can not.
