Why Garo gear still genderlocked?

My problem is why do I have the option to buy the gender locked gear that I can't wear? Lost more than a few wolf's marks due to not realizing/paying attention.

Retainers and GC squad members can wear them.

What I can’t see them successfully defending for any reason is why there are now -newer- clothes added that -also- are arbitrarily restricted by gender, which is really lame and unfortunate considering how visually unique the two are; what excuse is there, if such a one exists, for the new gear sets not being made for both male and female characters?

They're not unique – they're clones of of the aiming and striking sets. No new models have been made for this revival.

If that’s the case, then why would they even bother making the new items rather than updating existing ones to work for more jobs?

just cause they can,
I personally don't mind the route they took as it gives new looks to the role,
It be even worse or just boring if they just let GNB and RPR just wear the DRG and PLD set.

I assume partly to give people something more to collect, and partly because the tank and DRG gear is not suited to GNB and RPR's aesthetics while the chosen Makai sets work much better.
