I think PvP is currently in a state that can be considered as good. It is by no means perfect, but it is in a playable state and every Job can make a meaningful difference in all avaiable PvP Modes.

Meaningful difference means "press button, receive kill" gameplay?
The sad part is that this is probably how SE designed the new pvp. They wanted everyone to feel individually extra powerful just like in pve. Like the true Warriors of Light... of pvp.

You could make a difference in the old pvp too and that without making others feel miserable with stunlocks and oneshots.

Also, OP talks about responsiveness issues but the old pvp was very good in that regard. It was slow and lenient (long time to kill, almost no cc, etc) so the lack of responsiveness was much less of a problem compared to now where you die in microseconds because you couldn't guard / purify / use skill fast enough.

As the OP and others suggest, the netcode/servers are the biggest culprit. The PvP is being pushed in a direction of faster and faster based combat based on action/reaction to be more in-line with every other MMO's PvP, but the servers and netcode literally cannot handle fast paced PvP. There are so many examples of this being the case.

Seeing the WAR on the enemy team rushing toward you, you know he is going to pop his charge AoE stun, so you outplay him and react with guard immediately. But the servers couldn't keep up with your reaction speed and you get stunned and and hit for full damage while in Guard, and now Guard is on cooldown.

The crystal is about to be pushed into the checkpoint but your team is just about to res, so you run in and pop your DRG Sky High LB to buy your team some time to run into the crystal with you. But again the servers couldn't keep up with and you get stunned/bound while in mid air, wasted LB meter and the enemy pushes the crystal while you LB into an open area with no players. Or even worse, you get turned into a creature by the WHM in mid air.

None of these interactions were intended or should even be possible and are indefensible.

Are we playing the same game? I don't think we are. When I tried pvp as a dancer it just felt like I was the weakest person there. Did no damage, had no health. Died way too fast and offered nothing to the table at all. PvP in this game is garbage and pure dog shit. It's not fun in any way shape or form.
