Would you want account progression?

Achievements are honestly a form of progression I could live without being account wide but in many other games they are (World of WarCraft, Elder Scrolls Online, Guild Wars 2 for example). The way it's handled in WoW is that achievements are account wide but titles can only be used on a character at a high enough level to have gotten the achievement. So as your alt levels more and more titles earned on your main becoming available. Some are still restricted, like "% of the Black Harvest" is only for Warlocks whose mains (also locks) did the Breaker of the Black Harvest achievement when it was still difficult to do. For FFXIV I can see things like Ultimate titles being character locked, those feel weird on alts.

Also for the MSQ, we could have story skips for alts but I can live without this. Then again I like redoing the MSQ sometimes. I blitz through it on servers with Road buffs.

I also would want to exclude those tied to relic weapons or crafting/gathering achievements. One could end up locking that alt out of a glamor. Since not everyone would want their alt to have crafting unlocked so it could look and feel odd for them to have a lucius ect.

I honestly don't know much about crafting so I can't weigh in on that. Relic-related titles being character locked I can see.
