There are plenty of ways to do this that wouldn't affect the overall user experience for people.

What you have is a system designed to be easily exploitable, and people will do so whether you like it or not. I could say that the fact that they put a stripper pole in the game or a brothel in one expansion that the game shouldn't be in a 16+ category. We could also say that since people erotically roleplay, they should be banned for such things since they are abusing the in-game chat function that was not intended. There are a million ways you could say this game does not meet the requirements of a 16+. It just takes imagination.

Saying that since people can buy things together, they shouldn't use them doesn't matter because they will.

How about you live in reality for five and deal with the situation at hand instead of pushing head cannon and pretending you know the law or the internal thoughts of the dev team.

You are just participating in the form of low grade thought designed to push an unproportionate response.

For example, a reasonable step in the right direction would be privacy settings that would encompass things such as cultural beliefs, therefore if a glamour might be seen as degenerate it won't allow you to access their card or see it in PVP.

How about you provide more options to the player to protect themselves rather than lowering the quality of service to everyone.
I don't think you understand how this industry works. The rating system and rules and what is or isn't allowed according to various countries is not up to the court of public opinion. I do know exactly what the devs are thinking in this regard because the ToS and their stance has been crystal clear. A profanity filter is not a free pass to use profanity- you can still be banned for it.

"But I wanna take a close up of my crotch because I can", and really anything that is based on "because I can" is a stupid reason, at best.

There's really nothing more I can add to this other than: play stupid games win stupid prizes.
