Well, you also cannot buy anything right now until after May 16th, when they fix the lottery zero bug issue. Once that gets fixed, they wil not only open up the lottery, but they have the ability to change personal/FC housing placement in wards. They indicated they can change this and most likely will after the bug gets fixed at some point.

I very much doubt they'll adjust the ratios for at least 2-5 more rounds. While this is speculative I believe that they are trying to allow as many FC's that want a guild house to get one. Some will only have the resources to bid on one at a time so it's going to take multiple lotteries. Another supporting point is that not everybody wants to live in Ishgard. Not that I looked that hard but I don't think any houses outside of Ishgard could be bid on in the first round so there's going to be at least one more.

Well, the first bidding at least has given a good indication for distribution. If there were only enough bids to fill 12 instead of 18 wards, then opening up 3 might already be a viable thing.

But i at least hope that this is decided on a per server basis. On very empty servers they could probably open up 10 wards to players while on busy servers all FC wards already got full.

Also, idealy those who exploit having many FCs to take up an entire ward do get their houses removed from them whenever they need to free up a ward on those servers (idealy delayed so the wards can be freed up when players realy start to need it, instead of now which then just causes them to repeat it the next cycle because of a lack of competition)
