The only way to really fix housing in this game at this point is to either scrap the neighborhood system and go instanced (not gonna happen), or just drop a massive number of wards on the servers so that every player who wants and can afford a house can reasonably own one. Lottery systems, Apartments, FC Rooms, FC housing, they don't really do much other than kick it down the road for a bit and give them time for a solution.
They've been trying to come up with one for almost 10 years now, so what are they going to do to fix the housing issues in this game? what's their big idea that they've been buying time with small Band-Aid fixes all this time for? They've been advertising the game with housing as a primary feature but it's just not available.
They're probably going to lean into Island Sanctuaries being the fix for the housing issue, but it's probably going to be like every other fix they've tried, grossly insufficient to really do anything but lessen the pressure for a bit, and hope we forget until 7.1 when they add Thavnarian housing or whatever.

Don't forget that NA and EU have entire new worlds/data centers coming down the pipeline. It's probably no permanent solution, but spreading players out would certainly go a long way.

How are they going to get players to spread out when the one incentive that would make it worth the transfer won't be available for several months and will be mostly reserved for FCs that don't exist?
