Disable the overlay programs, see if that helps.... DirectX doesn't seem to like it when more than one DX version is controlling the display at the same time. Most overlays use DX to render and they are likely using a newer DX version than the game client.
Shut off completely OneDrive while running the game.
Also, FF14 is known to sometimes have issues when ran off a drive that isn't the OS drive on a windows machine, so free up a bit of space on your C drive and re-install the game there.
Lastly.... "FF Logs Uploader 5.8.9"..... that is part of a program that is against the FF14 ToS
