If you're referring to post-6.1 content, then:
1) they haven't nerfed anything yet
2)SAM's Zantetsuken can OHKO anyone who has Kuzushi, which means they are the only job in the game who can potentially OHKO an entire party with their one limit break under the right circumstances. NIN also gets a OHKO LB, but it's limited to one target, and they must be at 50% HP or Below. And then, MCH has a chance to OHKO a target with their chainsaw.
3)There are a lot of attacks that ignore guard (MNK LB ignores guard and stunlocks the target, WAR LB breaks guard entirely, SAM LB ignores guard as well) on top of the server lag causing the guard not to register before damage happens, often leaving players obliterated seconds after they put up their guard.

There are a few things that can be tightened up about PVP. But I'll be honest, a little nip here, a tuck there, and the LBs would be absolutely perfect. Even now, it's a matter of understanding your enemy and doing what you can to prevent giving them the ideal scenarios.
In theory, in practice what happens is you can get a perfect engage and a Machinist just randomly kills you because they got lucky. Awful design decision.
In theory you could avoid getting OHKO by SAM by avoiding them when they have LB, in practice one of your many AoE attacks can scratch them while they jump around like a monkey on coke therefore giving you Kuzushi.
NIN LB is the only OHKO LB that feels fair so far, because it's super conditional, you can wipe an entire party under the right conditions but these conditions are difficult to achieve.

Worst part is that SAM, just like MCH is a gimmicky job in PvP, they are extremely useless outside of these conditions, it's just a subpar design choice on some of these jobs that absolutely need some rework, same with GNB.
