    with transferring Gil from server to server this is why lots of MMO have a cap on how much credit can be transfer from old servers to new one's. but this still wouldn't work since transfer was free.

    There is no cap on how much Gil can be transferred from player to player another, since you can give a player 1million Gil per trade. or trading through the market board that come's with a fee.

    with big fc that moves over from different data centre, with lot of Gil and up to 50 players or more can make multiple fc with 3 members. just by splitting your fc into group of 3 and calling your fc the
    same name. your fc can buy a lot of wards , if you have the Gil.

    this is why I cant say they are cheating or just playing it smart.
    These same accounts exist on Chaos and Light DC and have done the same thing there, how this person manages to just dump billions of GIL into housing plots is incredibly sus, outside of them being a reseller or RMT gold seller with access to huge funds.

    The fact that they are circumventing the ingame ToS on housing by using multiple service accounts to buyout the ward should, in of itself, be a bannable offence as it is a negative impact on other players.

    Sure, it might not be an issue right now, but when the DC grows, people will not be happy about being unable to get an FC house due to one player buying the entire ward.
