Lol Ya the article is about a cancellation policy they use to have. Nothing to do with the lottey and just shows SE has got into trouble in the past. No corrleation to the lottery not proof they will get in trouble. He posted an article about something that isn't even remotely connected to the issue at hand, which is whether or not the housing lottery constitutes an illegal lottery under U.S law.
It doesn't match the legal definition of a lottery, illegal or otherwise. You are fully at the mercy of whatever SE decides to do, and you have no legitimate recourse besides taking your business elsewhere.
They already released a notice saying the winners were stored in the system. The system just failed to relay the winning results properly. I’m sorry but how exactly do you expect a do over? They also said that the people who already won their homes have won legitimately. A mistake happened and now they are fixing it. The winners will get their plots and the people like me who lost have to enter the lottery with what’s left from relocations. No one should get a re roll because they lost. Even though it said 0 someone won the house and it will be given to those people.

enter the lottery when they open them back up after rolling out the projected fix (since they mentioned suspending further lotteries until this is fixed so as not to cause any further issues), you mean, but yeah same here. Even though it said 0 someone won the house and it will be given to those people.
they've already got the correct data on the winners for the error'd plots, and they've already said they plan to overwrite the current erroneous data with the correct when they can do so (the only wrinkles stated is how they will notify people and re-collect the money from people who won but got a refund after being incorrectly told that they lost due to the issue).

How about not.Think about this for a second. If you entered an IRL lottery but someone added additional numbers that were not actual entrants wouldn't that be wrong and immoral? For example if ten people enter the lottery but there are an additional two "fake tickets" or even one fake ticket we would all agree that isn't fair and shifts the odds against us.
Now moving on, imagine if the lottery had errors that didn't properly choose any winner whatsoever (There were no participants in the lottery). We would find that to be suspicious and unfair would we not?
Imagine if someone were doing a giveaway and the entry was zero or strange messages were coming up like the ones we're seeing. It wouldn't be deemed fair.
My point is, the lottery was not fairly ran by any means. We do not know how the system picks a winner but what we do know it added an additional entry of "Zero" to every single house lottery. We know that the system is not operating properly. We know strange messages sometimes come up and deprive anyone of winning.
A casino wouldn't allow a slot machine to remain on the floor in this case or perhaps a dealer adding cards to a game of blackjack - or any other game.
This has to be done fairly and with full transparency. I believe that the lottery should be redone entirely for every house in every Empyreum ward AFTER it is properly fixed and ready.

I already decorated tho
"The means by which gil may be collected from those who have already received a gil refund prior to learning that they have won the lottery is under consideration. Details of this process will be announced at a later date."

my interpretation of the most recent response is that they're looking into how to handle the Gill payment for housing for players who had a bugged result. (as mentioned earlier, the issue is simply that the lottery server has had communication issues with the housing server, resulting in many Null wins)
i'd imagine, the housing distribution is ready to go ahead, its just a matter of going over their logs and manually assigning the properties.
but there is no point fixing that side of things until they fix the underlying cause behind it.
No, if you were the only bidder, you will win the plot. They are working through the issue of how to handle the gil situation since some people, like yourself, took the refund (not that you did anything wrong). What about those of us who were the only ones to buy a ticket on a plot, and got the 0 bug, and thus took the refund, I read the last part of the lodestone update as, Yes, I won, the plot will be awarded, but we haven't decided if this <redacted> mess we created will require manual Gil collection, No Gill collection, A system to collect it, or No, your screwed if you took the refund.
Although I read the post 20 times I still seem to fail at understanding if my sole-0 bid and refund means I'm screwed or not.
I was the only one to buy a ticket, I got winner number 0, offered Refund, took refund, now they say I shouldn't have.
What the hell?
