I read it too. And for now it sounds kinda good. But also I wonder what exactly they mean by this?
"These logs will be referenced to ensure that players who have accepted their gil refund from losing the lottery will not be negatively affected by the measures we will be taking afterwards."
I mean. Not to be overly pessimistic about it. But after all this is pretty vague and it could also mean that nothing will happen to those and also that they might gain nothing like a second chance to get a roll on their bit with only first round participants.
Yes. I am a bit hopeful. And at the same time I try to keep that hope as low as any possible so it won't end in a too big disappointment for me and my guild, who all took their part in saving up the money over months.

No it's confusing even in English as it can be interpreted different ways. Translating from JP to EN can be something else sometimes.

It sounds to me like all of the results are in and verified on the back end. The issue was the correct and verified results on the back end weren't all making it to the front end correctly. There shouldn't be any rerolls or anything of that sort.
The winners who won did win legitimately, but some of the winners just weren't informed correctly. If you were told that you won and claimed your house, you're fine. If you won but received the zero error, you should be receiving your house once everything gets fixed.
The only things really still up in the air are:
- How to collect the gil from the winners who pulled their refund even though they won (though it sounds like they may be giving the house but collecting the money somehow later? They're looking into what's best/possible to do)
- Ensuring everything is working properly through extensive internal testing so that the issue doesn't happen again as soon as they start up a new lottery period, which is why the whole thing will be frozen until they fix and confirm everything

It's not a reroll. All the lotteries were successful and a winner was determined in every case, the issue is that there was a problem when the lottery program was communicating the results to the housing server. So all they are doing is just re-sending the results of the lottery to the housing server to complete the lottery.
