    I think players who've been grandfathered with Legacy tattoos have had them long enough.

    It needs to be removed and shared with everyone...

    That is a band-aid solution that doesn't really address the larger problem with a housing shortage. Sure lets say removing one group who got grandfathered in now opens up 15 or 30 plots. Those will have brief activity and fill up after the lottery is over. Your still back at square 1 as there is not enough houses to go around.

    This existing housing system was never meant to handle the upsurge of players its gotten in the past couple years.
