The problem appears to be worse than this.

Basically, the devs chose the worst way to implement housing. Outright. It's exceptionally resource intensive, buggy, crashy, and has no scaling potential. Compare this to something like Wildstar where everyone can get a personal house, and you can start to understand that FFXIV's codebase basically cannot allow for the level of scaling FFXIV's servers actually needs. This isn't the only section of the game that has bad scaling, the inventory system is notorious for it. The glamour chest is one of the worst examples of its type in any game, especially games from around the same period.

Essentially, the problem is housing needs to be deleted outright and redone from scratch. And anything short of this solution is going to involve keeping the poor-scaling system we have right now. Considering it's been nearly a decade without wanting to fix this specific solution's myriad problems, it's not going to change at this point.

In fact, I'm reasonably certain it can't change at this point without upsetting every single person who already owns a house, and that's assuming the housing module is a straight up drop in system with the game having no dependencies on housing itself. I'd be all for it and I already own a house, just to future proof the game. But not many people are as open minded about it.

But without pressure to completely redo the system and make it better, nothing will be changed.
