Seraphor is actually correct on this one, it's not an off by one issue.

One of my friends had put their bid in basically 10minutes before closing so they were the final ticket in the array, and won. If it were an off by one error there would be literally 0% chance he won. The array that calculates the lottery is just adding in <0> as a valid number into the mix, either through the random function they use or starting with a base size [0] array and adding the lottery numbers on top of it.

Bidding again isn't a solution or a fix. That just means then we get to bid against an entire angry server AGAIN when FC's like mine, that only had 4 bids all from members, would have outright won.
