				If I recall, Ultima was never intended to be an EX trial but essentially a souped up normal mode. Hence why it didn't have the "Extreme" naming conversion. Given this was their first attempt at introducing harder fights, I'd cut them some slack back in the day.
That begs the question though, why even pick Ultima for the Unreal treatment if you were intending to soup up his damage? Yoshida even said he favored Sephirot of all fights but felt with all the ARR changes that Ultima would suit better. The difference between Ultima and Sephirot's difficult is an order of magnitude. Which does have me wondering if what Yoshida said was only partially true, and they swapped fights last minute due to realizing just how difficult Sephirot is. After all, he borders on the Savage level by today's standards. In fact, I'd argue min ilvl Sephirot is harder than P1S and possibly on par with P2S.

Just a radical thought. Maybe it's not the content that is undertuned but players who are overcompetent?
