Can't enter lottery to relocate FC house

Was able to get on my partner's account and put in an entry no problem (though, as noted above ward and plot numbers are backwards in the message which is a little... concerning.). He has no apartment, private rooms, or other property, so I'm really wondering if that's the issue.

Can you fill out these questions? From asking other folks, I'm starting to feel like it's the fact that the FC leader -bought- the house, but there's also been reports of the FC lead being able to put in a ticket but their alts can't.

5. Are your FC members able to put in a lottery ticket for the FC?

Another question to consider - for the alts unable to purchase an entry for their FC, do they meet the personal purchase requirements (rank in GC being the main one)?

For me, it's a yes. Also though, on the housing FAQ it says that members do not need to reach the rank in GC for purchasing for their FC.

Asked around a bit, it's a mixed bag. Some alts are ranked with their GC and some are not, all of them have permissions to buy/relocate housing.

I own a personal medium house on my main, Faida.
I have an Alt in the FC along with fellow fc members and worked to get the FC house. I had the "winning" click. I used an alt because it was made it so hard to click through options on the plaque, and I didnt want to accidentally relocate my Medium to a small house. I've seen that happen before to people and it's so sad.

4. Do you own any other private or FC houses on other servers? No
5. Are your FC members able to put in a lottery ticket for the FC? No I don't have that much gil for multiple mansion bids.
6. Are you able to put in a lottery ticket to relocate the FC on your alts? I have not tried and will not. The only reason I used an alt before is stated above. I didn't want to accidentally relo a medium personal to a small if I clicked wrong.

5. Are your FC members able to put in a lottery ticket for the FC? Yes! Thank goodness. Though there was no dialog or indication it recognized it as being a relocation.
6. Are you able to put in a lottery ticket to relocate the FC on your alts? No.

It simply let me enter the lottery.
