Why do FCs get 75% of the wards?

Just me, myself and I. And a few of my friend's alt characters who put them in there to help me prep for a potential FC house. But it's basically just me at this point. lol

Let me rephrase then xD. They normally have more than one person. And if they don’t then they were designed so more than one person would ideally be in them.
