I hope they're prepared for another failure then. They've tried the whole "New pvp mode" thing before and....outside of Moogle tomes when is the last time Rival Wings got any attention?
I'm sure it'll be good for however long it takes to get the rewards and then goes right back to being forgotten, which if ShB is anything to base it off of, won't be long if they're only going to add one armor set and no weapons.

I don't remember the exact phrase in the live letter but they said they were separating the side quests to let people focus on the MSQ and alliance raid and other new items coming right with 6.1 rather than getting overwhelmed on what to do getting them all at once. I'm actually not against this for exactly the reason you said. I'll be interested to see how it works out.

I daresay the game might have done well not to try and enter a 'new era' when it clearly wasn't properly prepared to do as much. Let's not forget that we're now set to get three patches per year rather than four because there's now a four month gap between each release. To disguise that gap, I don't doubt that the decision to spread things out more than usual was made.
Until they give me a solid reason to not give them the benefit of the doubt on what they say, then I'm going to give them the benefit of the doubt. You're obviously at the point where you can't. That's fine. I get it. I'm the same way with Ubisoft and the Assassin's Creed series. But I'm not at that point yet with SE so I'll still give them that benefit. To be fair the change in frequency of major patches isn't really a new change, rather just them verbalizing a trend that anyone could have looked at. Time between major patches has seen a slow but steady increase since HW. Time between major patches in HW was a mix 15/16 weeks, SB was 16/17 weeks, and ShB 16/17/18 weeks (except for 5.3). So 6.1 taking 18 weeks from launch isn't really a surprise to me.
