Polls can be manipulated, some fighting games do this too and they have issue where artists with big followers will just get their followers to mass vote.
When you let the public vote it just becomes unfair and abused tbh I prefer they do it this way.

Another thing to consider outside of the possibility of vote manipulation is that for something as potentially complex as weapon design, the developers need to decide if they will actually be able to make the weapon work well and look well in the game. If it were purely down to fan voting, a design could be selected that would just be impossible to properly implement or could only be implemented in a way that ultimately disappoints all of the people who voted for it (and ticks off those who didn't even more).
