Are 15 liners FC recruitment spams generally accepted in FF?

If someone is posting a block of text once an hour I don't think that's regarded as "spam". You can easily talk in between their posts and it wouldn't push anything off your text that you couldn't easily just scroll up a little to catch (actual spam makes this difficult since the chat scrolls by so fast constantly).

That's probably why your GM reports aren't doing anything, the GM's don't consider it spam. Since it's the same person can't you blacklist them?

This is a 15 line of chat, theres a cooldown between how long you can send a message in /shout(1 or 2 seconds), so this is a spam that last for 15-30 seconds, which can clearly be distruptive in chat isnt it? Black listing is a solution, but my concern is that is this a violation of ToS and therefore punishable for repeated offense/spam?
