It's got nothing to do with you inconveniencing other members of a party. The party can always kick you if your AFK is an issue.

It's because you're taking up space on the instance servers that could prevent new instances from being formed for players who aren't AFK and trying to get their own duties completed.

Remove the timer and many players who don't want to log out when they AFK would move into a dungeon, making it harder for others who actually want to do a duty.

It's better to try to plan ahead and take care of anything that might interrupt you while in the duty before the duty starts, or postpone doing the duty if necessary. I've been AFK kicked myself a few times because I had to step away longer than expected. I just restart the duty when I'm able to return. There have been other occasions a delivery or phone call was due so I put off doing the duty until after they were done. It's not a big deal.

They're not going to change because they don't want players who are AFK preventing other players from starting their duties. Space on the instance servers is not infinite.
