They already went the server optimization route to add more wards in 5.3 using existing server hardware and were only able to squeeze out an additional three wards when they had hoped for more.

That means any new ward expansion will require obtaining more server hardware and contracting physical space at the locations where the data center hardware is to have room for the additional hardware. It sounds simple but it can be difficult to arrange because there's a lot of reliance on outside parties and what they have available.

If you mean has a chance of being available you can only know by looking through the wards from the NPC who teleports you in or being IN the ward with the available and looking at the map. If you're talking about being purchasable as in the random timer has expired and you can just walk up and buy it, you can only find that out by clicking the placard and attempting to buy it.

I have an apartment already, but the sad thing about apartments is that you can't exterior decorate or garden.

It would also be nice to have separate rooms and floors...

True but you can get decently creative with the limited space. It also helps to AT LEAST use/store any furnishing you've collected throughout the game normally. Yeah we really do need some form of instance housing as an alternate way to perma plot housing
