It's a common issue with a few games. When I used to play DotA, we've had servers for every region including SA. However, their players would still pour into NA for some unfathomable reason. This also could be seen again at certain times in PoE and a few other games. SA, much like Russia, has developed the reputation of neglecting their own servers and instead claiming another as their own. This is comparable to what the English speakers did to Ship 2 of PSO2 back in the day, though an English version of the game didn't exist at the time.
I believe this is what they're referring to.
Anyways, it's unlikely to happen. As it has been mentioned, the population for SA players just isn't there, no matter how 'fanatical' you claim them to be.

I actually saw this the other day, someone responded to me in chat in Lost Ark saying that my server was the "official spanish server" - which was news to me.It's a common issue with a few games. Hence my comment. There's a lot of SA servers, yet mine is flooded to the brim with spanish speakers. Had no choice but to block them so i could read english only.
