Not at all. Balmung has been designated a Congested server multiple times since they added the status of Congested to the game. So it has also lost Congested status multiple times since then.

Since it is impossible to add new characters to a Congested server, and since some players transfer characters away from such a server and some players stop playing for one reason or another, the active population on a Congested server will always reduce over time.
