An important thing to keep in mind is that he does not have the power level he had as the Exarch. A lot of that was due to melding his body to the tower and being able to wield its vast reserve of aether for his own spellcasting.

He's clearly still a decent mage in his own right, after so many years of practice, but it's a lot more draining on him than it was before and he has a lower natural limit to his strength.

It's a little unclear whether his own memories have been displaced by the addition of the Exarch's memories or whether he still remembers both versions of his life as equally recent. His personality is closer to his younger self which makes me assume more of a merge, though there's nothing directly supporting it.

(I should have asked about that in the Q&A. Too late now, I assume.)

Also, nitpicking but it's "only" 100 years or so since the Exarch was young G'raha Tia, awoken in the far future. He was asleep in the tower for 200 years but I don't think that counts.
