They don't "allow" it (the TOS explicitly forbids it), they turn a blind eye to it, because at the end of the day it harms nobody, like GShade. Botting actively damages the in-game economy.

They have specifically said that Gshade/Reshade isn't against the ToS. They aren't turning a blind eye to it, they actively said it isn't against ToS because it's no different than Nvidia's shaders that are already built into every single computer that uses an Nvidia card.
But you are right that they tend to turn a blind eye to most bots anyways. Outside of gibberish hyur #4billion under the ground that probably changeback bans itself, it's rare to actually see a bot get punishment (and by see, I mean actually seeing it stop existing).
