I'm kind of hoping that sprawling research facility beneath the tower is involved somehow.

Between the new Weapon project and the Solus clones, the Garleans were up to all kinds of questionable things down there and it wouldn't surprise me if something instrumental to Anima's initial summoning was included in that because even given the sheer amount of faith from the Garlean populace and a catalyst in Varis, there's still the matter of where the requisite aether for the summoning came from...unless I missed something.

A grim thought, but an awful lot of people had just died in the fighting between factions, and that was enough for Shinryu's summoning when combined with Ilberd's faith and the Eyes as a catalyst.

Well there is that creeper scientist you interact with in the last tier of the tertium landscape quests who basically vows you’ll see him again soon. I think he even goes “mwuhahaha”. lol So yeah I think they may be setting something up involving Hojo-esque mad scientists in Garlemald. Maybe it’s a 7.0 tease or maybe it’ll be this expac’s equivalent of the Four Lords storyline, I dunno.
