Justified contempt towards the elementals and their bizzare thought patterns it may be, it is tempered though with the revelation in EW where
that they were shown to be, surprise surprise, just yet another wayward creation by the Ancients (an Ancient researcher with a bunch of them nearby acting docile can be found in Elpis, with no explanation).
Given many of the creations of the Ancients were ending up exhibiting abhorrent or unforseen behaviour not expected by their creators (requiring the existence of Elpis in the first place), it's entirelly possible the completely alien mindset the elementals have is simply because they are broken, and no one alive even knows it - it's possible that the idea was to help regulate the aetherial levels in the environment, but for whatever reason they acted like a broken AI and after the Sundering took "regulate the environment" to the extreme.
EDIT: and a sidequest in Elpis all but confirms that - the quest reveals that the elementals were originally designed as experimental familiars that communicate not with words but by "information-laden aether" (to quote the quest NPC), which explains the elementals' completely alien mindset as well as the virtual impossibilty of directly communicating with them unless you can 'talk' through the aether. During the quest one such experimental elemental was shown to be stuck in an apparent feedback loop due to encountering a situation it wasn't 'programmed' for and was motionless, further playing on the "broken AI" idea.
So, if you have a beef with Gridania over the elementals and the city's restrictive policies regarding doing anything that might annoy them, blame the Ancients I guess?
Rather sad really.
