I have a love for Ul'dah for one very specific reason. The Sultana. Of the three leaders, she is the nicest and perhaps wisest. She wanted to turn her city state into a republic run by her people. She is truly an amazing person. All that needs to be done is to clear out the damned corrupt merchants.

Even the U.S with their self proclaimed beacon of democracy, you can see how much business and politics are really linked together despite politician claiming otherwise. When was the last time a real independent candidate able to win a presidential election or even influence policies? probably millions of year ago because nowadays without connection, financiers, backers you would not even make it to the door.![]()
I loved the caster role quests in EW for this. He identified a deficiency in his current course, and brought in those who could provide insight and help him correct it. He's a fantastic leader.
Tbh this is why i find it funny when people get all triggered over the Garleans. The city states themselves are pretty bad as well. Just take a little looksy into Uldah’s history to see that they literally zombified an entire opposing city....Gridania and Limsa arent much better - and neither are any of the other nations.
We might not be "the bad guys", but we're certainly not the good guys either - its a huge part of the FFXIV lore and story that there are no "good guys" and "bad guys", only guys trying to get by.
It only gets "worse" when you look consider that the reason Garlemald is in the middle of an almost unhabitable snowland is that they were forced to basically flee there after they were constantly attacked and driven out of their homelands by people who were able to use magic and thus had a huge advantge over the Garleans (until Magitec became a thing) - so yeah, even the "bad guys", bei their Garleans or Ascians, arent just the black to our white...
The WoL has always been a killing machine that can be used as a weapon by almost anyone who asks. If a quest giver comes along and asks us to kill 4 of whatever, we'll instantly trust them and go do it. We rarely look to deeply into it.

This is what is great about FFXIV. They try to blend in fantasy with real world realism. Even back in 1.0 when we are just beginning to make contact with Garleans and learning about them and their reason of invasions, there were already bread crumbs and bits of info that shows that to the Garleans they were just reclaiming what was theirs in the first place. Every time I run through Prae I keep thinking "Darn, Gaus is actually so correct on his monologue".
WoL though, sadly, is set on a path of enabling the badness and evil in the city states as they worship the Twelve, no better than the Beast Tribes who gorge their Banshin on crystals.
And although I love the Admiral as the best of them, Limsa has so much sickness that really needs to be purged.
