No it's not. "Congested" is a long term server status that is only removed in conjunction with maintenance. If the Server Status page says "Congested", that means no new characters or transfers for the foreseeable future.

I know that it's certainly not the developers fault that this situation has arisen, but he and I are both pretty frustrated about the situation. Plus, it's hard to know when the worlds will open up again. It'd be a lot easier to wait it out if we knew it'd open up in two weeks. Other than making a new character on another world and taking up unnecessary data space (only for us to abandon the characters when Jenova opens up again), is there anything else we can do besides wait? I appreciate any advice that people have to offer

You could wait and see if they open up at 6.1 patch time, but we don't have a set date for that yet. The next Live Letter is set for 18 Feb, so it'll certainly be after that. I would say any of the Tuesdays in March are likely dates, but we could still be waiting until April.

If you have ties to Jenova that are keeping you there and you don't want to wait, the only thing you can really do is start an alt on a server with your brother.
