    I think a site like MMOChampion or Kotaku would be your best bet because they report on MMOs and hot button issues like this a lot. Just browse some news gaming sites and find a journalist you like the looks of their work and find an area on the site where you send in info and stories.

    If you've documented the stalking behavior going on for a long period of time and what steps you have taken to try to get it to stop without success, contact a lawyer and discuss filing a suit against Square Enix for enabling the stalking and harassment patterns despite stalking clearly being listed as prohibited behavior under their Prohibited Activities policy.

    If it's become that persistent an issue and the GMs won't take action, then legal proceedings are your best bet.

    It really doesn't matter what is expected in Japan when the game serves international clients under its user agreements. They need to keep in mind what is/isn't acceptable in other countries and enforce accordingly based on the players' residence location and local applicable laws as long as those locations are included in the user agreements.
