How many people are going to want to change the character's overall face (without control over the details) rather than either adjusting the details of the face they have or switching to a different race entirely?
But even if one couldn't change the details of a face people would still be upset that all races can't do it if they would allow Hrothgars to do so due to the hair being tied to it.
I think people would be showing quite a lot of their rear if they thought face swapping for Hrothgar was a 1:1 with any other race.
You could let people change everything and their skin color and it wouldn't eat that much into Fanta. Most uses for Fanta are for race swapping. But "that context" – unlocking the face setting to be changed so Hrothgar can switch hairstyle – doesn't call for all the details to be unlocked, so I don't see why you should assume it.
And as I was saying in the post you quoted, there's no harm in doing it for all races to be fair, so no problem with people getting upset over fairness. In fact, I wouldn't be surprised if the program would need to unlock it for everyone or not be able to do it at all.

But what if the only way to let Hrothgars be able to change hairstyles ingame is to let them be able to swap faces since it's locked into them.
Meanwhile SE doesn't want all the other races to be able to do the same since they can change hairstyles normally already and that's the whole point, hairstyles.
Would you think that it's OK to let Hrothgars to have that option while the others don't, so that they can finally change hairstyles without having to Fantasia for it?
If that would be the only way to let them do so.
I'm not saying that this is how it's gonna turn out, it's just an imaginary scenario to see if people would accept such a trade-off to let all races have the freedom of hairstyles.
Personally I thought from the beginning that Hrothgar players would at least be able to swap between the 2 hairstyles that share the same face at the Aesthetician.
Seeing how the hairstyles are already fitted for that head.
But they didn't even get that.
Maybe it'll be a thing later down the road.
Seeing how SE Said that Hrothgars would get new hairstyles at/after 6.1 iirc.
So some kind of solution must've been made to let Hrothgars even be able to use those new hairstyles.
Unless they're gonna be locked behind Fantasia still.

I'd be fine with just Hrothgar having that feature to be honest, especially if it's hypothetically 'the only way' SE are able to fix their problem. Personally, I've never understood the mentality of "If one race gets it, we ALL should get it" imo there are exceptions and essentially a 'priority list' and Hrothgar are DEFINITELY on the list. They're one of the most hard done by races in the game and their fixture is long overdue, if they can have this one feature that may even sway people towards playing as them as well as give them access to changing hairstyles, go for it! But again, I think it more likely that it can't just be added as a option for Hrothgar and might have to be all or nothing anyway. Compare that Au Ra can effectively change their eye colour because they can edit their limbal rings, which are an equivalent setting to other races' tribal tattoos and Wildwoods' ear cuffs.
Of course, this assumes they can add options to the aesthetician at all and it isn't some strange programming thing they can't expand.
Again, it's likely all or nothing. They can have the option to change faces, or they cannot. But it's unlikely that they could be set to just switch to a single second face and not the others.
