Amon's attire or as he's known as Hein in FFIII.

Actually both names are valid. Hein is the actual character that FFXIV's Amon draws from – the villainous advisor to the king – but Amon is the name of the palette-swap clone that you fight in the dungeon from which the FFXIV Syrcus Tower bosses are taken.

That always bothered me about Amon's outfit too.

Why they chose it to be the aiming set when the DoM's are RIGHT there?

Because if mages got Amon's outfit then bards would have to get Scylla's instead.
