All vacant plots in all wards and districts should be raffled, not camped

As the title says, all the vacant plots should be raffled instead of just the new plots coming with Ishgard's housing district in patch 6.1.

Let's make it regional based then please. At the moment we don't have the ability to buy at all on OCE, and there will be 36,000 plots opening over our region. All of them being lotto in OCE will just delay things, especially if the lotto is 14 days long.

I still don't see an issue with it being a lotto. Given that pretty much every good plot will be camped by many people, your chance of getting it is basically RNG anyway. By raffling everything, even if it's on a staggered system where one ward per district is done at a time, means everyone gets a fair chance at everything. You're not all going to get a house but making it some right of passage to wait for a random timer to kick in isn't exactly fair or good design.

OCE servers are entirely fresh, there's no rush to get everything up to speed. It'll all be dealt with in time, I don't see why waiting and giving everyone a fair chance at a house is a bad idea.
