There are already PC only Armour and NPC/player Texture upgrades and rescaled/sculpted mods that vastly improve the games visuals beyond the current defaults and those mods can run on old hardware with ease
Ive never know a large MMO developer to hold back upgrading core components of their engine and gfx pipelines because some people refuse to buy modern laptops/Desktops
Any time there was a major shift in the directX used and or more modern cpu instruction sets implemented or nvidia/amd apis added in , or a vast increase in storage and storage type, the developers gave plenty of warnings before hand that old hardware past a certain capability would no longer be supported , list the requirements in supports links or press articles and such

That is a par for the course developer response
WoW had to slowly add in new tech as to not alienate old laptop users .
More recently they had press releases about hoping their users adopt SSD due to the size of the game install getting way larger and map details getting more intense
What Yoshi has said certainly isnt " an irrefutable fact " "people with lower end PCs are the ones holding up the game from being upgraded" as spouted by the person i responded to
