Issues can suddenly manifest and many of them do so across a Power cycle with silicon electronics, the underclock of the gpu does point towards a degradation there but in doing so you're also limiting how much the cpu is doing by proxy, you might try downgrading to 472.12 or upgrading to 511.23.

If you're one of the many that employ undervolting to reduce gpu temperatures, this can manifest issues suddenly with device age and driver updates too.
