Why would you move Japanese servers and make all the Japanese people on those servers mad and have to deal with worse ping?
The transfers are going to be free, there is no need to "jumpstart" population.

It will discourage a huge number of oceanic players in jp worlds from moving to the new datacenter though which will slow down population growth there. Why would people move to an empty datacenter unless the ping is unbearable for them in the jp datacenter.
No queues, better ping, Xp bonuses, nearly guaranteed housing.
There's a few things.
Those two servers are Japanese servers that were unofficially designated, there's NO reason to move them.

probably longer wait time on dungeons, raids etc though or will they be connected to other datacenter populations? otherwise unless the ping is unbearable on your current server there is no incentive to move to an empty datacenter unless you like playing like a single player game

There is nothing wrong with asking for servers that will be more enjoyable to play in. And not all people were asking for a datacenter. Of course having an oceanic datacenter with a very active and healthy population is the best case scenario.OCE players want OCE servers? Now they'll get them. For years English players were just asking for some designation of english servers even if they are part of the jpn datacenters so that people can gather there. For years players from SE Asia and other english language players here in Asia decided to choose and make unofficial english server out of Masamune Tonberry Kujata etc. instead. The Problem though is it still spread out english players who sometimes still get separated from each other and made those servers congested to which jpn players actually sometimes complain that it was us english players who are at fault for making their servers congested. So pointing the blame on just one group of people is so biased and negative of you.

Oh my god, dude. They stalled this long because they didn't see a need for it, and now the need is overly abundant. And you think there's gonna be a bunch of dead servers. Where in my post did I say the oceanic datacenter will fail? I just said it will be quite dead at the start since the population will be very low and comprising of mostly new players. And without olders server population to jumpstart it, it will take longer to populate than had they done what they did to the EU datacenter when they opened it. The queues will be bad especially if you happen to play on offpeak hours since the playerbase will be very very small.
In time I am sure it will fill itself up. Especially after 4-6 months when the new players they funnel there also begin to do max content and do olders contents and alt jobs.

No login queues. Getting into actually content via Duty Finder is a different matter entirely. Granted, I suspect OCE will have enough interest to make them relatively okay. NA, on the other hand, I wonder. There's very little incentive to transfer off Aether, Primal or Crystal. Whether you're a roleplayer, raider or whatever, you'll have the smallest pool of players with similar interests. I can only imagine they'll have cross DC available by this point. With that said, I'm extremely thankful because I feared a new NA Data Center would be shuffling around the current worlds. Been through that once and would rather not have to choose between friends and static.
